Those are not branch scratches on that Truck. That kid was going to hurt an innocent bystander.

The pursuit was over, the vehicle impacted into a tree and was stopped when the unarmed man was shot to death.

Once the truck had stopped, the teenager refused to turn it off and revved the engine.

Revved trying to get out and back on the roadway? Who cares at this point, the
punk was being defiant and didn't care about life or safety in a Stolen Truck!

The Vehicle was still running and the driver was refusing to turn it off then
continued to attempt evasive actions that had already put innocent people' lives at risk.
The officer made a split second decision when the driver resisted and did not comply.
The Officer took the correct action and fired to stop him.

Hindsight is 20/20 and I don't think that in a fraction of a second that the officer
knew the truck could or could not be driven any longer. In fact neither do we. What we do
know is that the vehicle was still operational since the engine was running
.
