"An apocryphal Russian proverb tells us that it is easy to turn an aquarium into fish soup, but hard to turn the fish soup back into an aquarium."

Since this was entirely Obama's doing (it was not part of the ACA) perhaps a Congressional resolution telling Obama to turn the fish soup back into the aquarium.

(It can not be done, no matter how many bills they pass. Better Obama should take the entire blame than Republicans take part blame when the "fix" fails, too.)
