Police seek possible serial bomber in Oregon

An improvised explosive device blew out windows and ignited a small fire at the Jackson County prosecutor's office in Medford, Ore., Wednesday, but authorities said the damage could have been far worse had it ignited a large propane tank at the scene.

No injuries were reported as a result of the blast, which occurred at about 4:30 a.m. Local and state police and the FBI and ATF are currently investigating.

Law enforcement sources familiar with the case said there was no immediate claim of responsibility and as of yet, there are no suspects, but they are attempting to determine if the bombing was related to two previous incidents involving improvised explosive devices in nearby Coos Bay.

"We are certainly looking into a connection with the Coos Bay cases," said Lt. Mike Budreau of the Medford Police Department. "We are keeping a very open mind on this."

The FBI is offering a reward of up to $10,000. . .

If you get in a car in Coos Bay and drive for 90 minutes and then another hour on the interstate you will get there. From previous articles there is almost no Law enforcement in that county. Propane is used as an accelerator to a bomb. The Banner Muneholff gang used a propane device at Ramstign. The cylinder went through a concrete wall and remained intact. This was a thief or deer poacher Who didn't get the memo that blowing things up is now a Major crime and a good way for the locals to turn over a problem to the feds.

The FBI is offering a reward of up to $10,000 for information leading to the identification, arrest, and conviction of the person or people responsible for two improvised explosive devices (IEDs) left at a Coos Bay Park and at the Prayer Chapel in Coos Bay, Oregon. The FBI, the Coos Bay Police Department (CBPD), and Oregon State Police (OSP) are working jointly to determine who created and placed the IEDs at these locations. The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) and the U.S. Postal Inspection Service are also providing assistance.

Late in the evening of August 22, 2013, an IED detonated at the base of the Mingus Park Vietnam War Memorial. On September 3, 2013, someone placed another IED inside the Prayer Chapel at Second Street and Commercial Avenue in Coos Bay. The Coos Bay Fire Department and OSP Hazardous Device Technicians were able to disrupt that explosive before it detonated. At this time, it is not known if the same person or group is responsible for both IEDs.

The investigation into both incidents is continuing to be addressed by federal, state, and local personnel. At the time of arrest, the United States Attorney’s Office for the District of Oregon and the District Attorney’s Office for Coos County will work together to determine which court system is the most appropriate forum for prosecution based on the facts of the case, the motive involved, and other factors.

The FBI’s participation in this case stems from the Church Arson Prevention Act (CAPA), which makes it a violation of federal law to intentionally deface, damage, or destroy any religious real property because of the religious character of that property (or to attempt to do so). The maximum penalty for violation of the CAPA is 20 years in prison.

The Coos Bay Police Department has released a sketch of a person believed to have been in the vicinity of the Prayer Chapel shortly before the IED was found there. Witnesses described that person as a white man, approximately 55 years old, 5’6”-5’7” tall, and about 150 pounds with a shaved head. That sketch is below.

Lt. Mike Budreau, a Medford police spokesman, confirmed that the building was empty at the time. He described the damage to the building as moderate. Budreau said it appears the suspect attempted to fully explode the 11-pound propane tank, but was unsuccessful. Had it fully exploded, the damage would have been more devastating.”

While not particularly concerned about someone targeting a prosecutor’s office, the other two they mention are troublesome. They immediately start targeting “skinheads” when the prosecutor’s office is targeted, but what connection is there for a ‘prayer chapel’, Vietnam Memorial, and a prosecutors office?

You’re right. The perpetrator may have an agenda closer to the Occupy Movement.
