“...just one spouse from a one-child family...”. The current exception is that two children can be had by a marriage in which BOTH spouses come from a single child family. The rumored (and later denied) change being considered would have allowed two children if ONLY ONE of the two spouses came from a single child family.

Up thread someone mentioned Muslims. Currently ethnic minorities (i.e., non-Han Chinese) are not subject to the single child limit. That is short sighted and will likely come back to bite the Chinese in the long term.
