Has this ever happened before when there was a Senate held by one party and a House held by the other? Bills being gutted and essentially replaced but keeping the same bill number? Turned into their opposite even? For political hay?

July, 1832, and all other acts imposing duties on imports, introduced by Mr. Henry
Clay, of Kentucky, February 12, 1833.6 Objection was made by Mr. John Forsyth,
