You can not deny that Reagan opened that door, and he did not have a contingency plan.
He opened that door for what was estimated to be 2 million or so Illegal Aliens with Amnesty, coupled with strict enforcement laws that would have shut the door forever if enforced.
The Democrats agreed with these laws, voted for these laws, and then refused to enforce, or even fund those laws.
By making that kind of statement you are leaving out half of the story.
