Because Obama and Sibelius (”failure is not an option - just fix it”) are clueless when it comes to computer systems. Probably thought it was like knocking a couple of programs together in Basic for a PC.

The cluelessness becomes more and more obvious from the statements they have come out with after the “rollout.” “We’re finding out insurance is complicated.” Yep.

Would Obama know how to solve an equation? Doubt it.

More than likely they were melding code built back when Hillary was planning the overhaul of U.S. health care (in the 90's) together with what the Canadian company already used for their universal health care. MILLIONS of lines of code would take years and hundreds of programmers to create and that's after the design was completely done - which would have also taken a lot of time on its own. If they were still insisting on changes weeks before the roll-out, it furthered the complexity of any possible smooth implementation and we already know regression testing was never completed and the program bombed even in beta test. Maybe the "Magic Negro" thought he could wave his wand and it would be done!?
