The first two officers acted properly. The third officer shooting at the minivan, did not.

I saw the video.
The officer who shot looks to be shooting at her tires not the van.
The mistake the police made was not handcuffing her from the start.
She was obviously cantankerous.
They should have sat on her and never let her back in the van and called social services to pick up her kids.
