According to Wikipedia, the population is almost entirely Christian. One percent are Muslims, and they have apparently entered from neighboring countries.
Given what has happened to other African countries, invaded by Muslims coming down from the North, this would seem to be a smart move.

Religions:
indigenous beliefs 47%, Roman Catholic 38%, Protestant 15% (1998 est.)
Per CIA world fact book.
Witch Doctors and fetishes make up most of the indigenous beliefs.

The media reports have not described why exactly Islam apparently faces a need to be legalized despite its presence in the country for many years. I am normally against having any government being given any authority on legalizing any religion. But if Islam has a track record of political violence in Angola as, say, the Muslim Brotherhood in Egypt, then it ceases to be a matter of freedom of religion and becomes a matter of national survival.

I’ve been sayin this for years.
Ban Islam now. Yesterday. Last week. 1600 years ago
Islam is NOT a religion. It’s a dangerous death cult
Period. There is no question about it

Canada, France, Germany, Greece, Belgium and the United Kingdom, refuse to grant Scientology religious recognition. (wikipedia)They should do the same with Islam.

Islam's religious trappings need to be confronted and Islam seen for what it is: A socio-political system of control of the individual no different than communism or national socialism.
How about no socialism, no communism and no Islam?
Or better yet, how about banning them and tearing down their buildings.
