The IMF will lend the money to Ukraine and send the bill to it's member nations, regardless of whether the Ukraine defaults on the loan or fails to abide by its terms. Meanwhile, Ukraine's Russian creditors will get paid in full in Euros for last year's gas bill and this year's as well. The longer Ukraine wears the IMF yoke, the more the Russians get paid, and the more IMF member states pay in to the scheme.
