Apparently a significant voters found Cuccinelli unacceptable but Obenshain acceptable. Some of them may have voted for Sarvis, or left the gubernatorial line blank.
Not that simple in VA. That is the point, and Sarvis was a nothing, a placeholder paid by mcawful— and every conservative in VA knew it (no thanks to the party poopers who got beat in primary).
