You sure did chump and because of YOUR screw up, a lot of seriously ill people are without health insurance right now.
It's even worse than that. The complete quote was: “I'm in charge, so obviously we screwed up”. Notice how even while admitting being the sole leader, he couldn't accept sole responsibility. He's implying there's some poor schmuck down the organization whose really responsible. This is right he bragged "After the start of the year, I will have millions on insurance that never had it before." In other words, in his narcissistic little brain, all good results are his doing, and all bad results are someone else's fault.
