What’s the next move. Will the higher court hear the stay now?

I don’t know. Judges overturning the will of the people was ok’ed by the Supremes. However the Supreme court cannot FORCE states to abide by their rulings as per Madison and Jefferson.

What should the next move be? The governor of Utah and local officials refusing to enforce the ruling.

It's time to put an end to this sort of judicial tyranny.

The next step is for Gov. Herbert to nullify the ruling, announce that the judge has no jurisdiction over such matters in Utah, and order every clerk to cease and desist issuance of same-sex 'marriage' certificates.

If he doesn't do exactly what I said above, then Utah is no longer a sovereign state of the Republic.
