The French as usual are full of crap. Po 210 is extremely toxic, with one microgram being enough to kill the average adult.
Arafat died in 2004. His body was exhumed in 2012. 8 years.
Po 210 has a half life of 138 days which calculates to 21 half lives having passed between Arafats death and any search of Polonium in or on his body. Half life is a geometric reduction of the amount of the isotope present. Every 138 days there would be half as much Po 210 present as there was. (1/2, ¼, 1/8, 1/16, 1/32 and so on for 21 times) and when you are talking about a tiny amount to begin with you see there is essentially nothing left detectable.
So unless Arafats body was saturated with Polonium at the time of death Polonium would be undetectable by the time of his exhumation and probably not even then.
The only possible clue to Polonium poisoning at that point would be to detect Lead 206 a stable isotope of lead to which Polonium 210 decays which I can only guess that would involve burning his cloths to ash and subjecting the ash to neutron flux then looking for evidence of Lead 209.
But in all reality I doubt that it would be possible to poison Arafat with Po 210 with out a few people close to him also being poisoned.
