Gov. Rick Scott signed a death warrant Thursday for the man who kidnapped, raped and murdered 9-year-old Jimmy Ryce on his way home from school almost 20 years ago.
Juan Carlos Chavez, 46, is scheduled to die by lethal injection Feb. 12 for the Sept. 11, 1995 murder in a rural area in Miami-Dade County.

I find it objectionable that a governor would sign a death warrant.
While a governor should retain the authority for commutation or pardon, this is an offer for clemency, based on the recommendation of the state board of paroles and pardons, or, in some states, on the governor’s own initiative.
However, a governor should not be part of the legal process of the execution of a jury’s verdict. By default, an execution should be carried out without his input, other than a refusal of the request of the state board to the state board.
Otherwise, it is asking an individual *not* party to the trial or sentence to pronounce a sentence of death. This is beyond the scope of what a state’s chief executive should be allowed to do.
