In my experience when man refers to a woman in this context (e.g. a skin business) he’s using it in a sexual manner.

I don’t know about the “man” side of it (I’m a man and I don’t care either way about these baristas), but I have found that for the ladies who wear the skimpies as part of the job (like serving coffee, cleaning house or cutting hair) it’s an excuse for providing slipshod service and I won’t tolerate it no matter how nice the view.
