One reasonable plan was that America has a huge number of abandoned small towns, that with some planning could be revitalized as “lower tech” support centers for things like retirement towns, long term care and hospices.

HA ha!

Planning = a big, tall, electrified fence to keep the population from LEAVING!


How hard is it to figger out that people LIVE where they WANT to!

This is an entirely “carrot” deal. No “stick” is involved.

Such revitalized towns would have to offer a better deal than what people have elsewhere. The biggest problem would likely be not keeping people in, but keeping other people, you don’t want there, out.
