No. It’s the job of the GM to know the talent and whether they’re aging and where to spend the money and who to draft replacements for. The coach and GM need together to figure out what type of team they have and what they’re trying to field, but in the end the GM makes all personnel decisions and if the personnel are bad that’s on the GM not the coach.
Bottom line: GM and Head Coach “figure it out together” as you said .... so Smith was culpable in bad personnel decisions. You and I can argue back and forth who’s more culpable, but the reality is “both of them.”
