The poor you will always have with you, but you will not always have me.

Deuteronomy 15:4 However, there should be no poor among you, for in the land the Lord your God is giving you to possess as your inheritance, he will richly bless you, 5 if only you fully obey the Lord your God and are careful to follow all these commands I am giving you today.

The reason we will always have the poor among us is that we won't keep His Law. We are sinners, to repent, take up the task in faith, to be sealed from G_d's punishment and be forgiven.

Note the word SHOULD, which, in my book is conditional, nothing more or less. SHOULD--not "MUST."

War
Famine
Disease
Declining union influence
Economic structures
Lack of education
Fathers leaving the family
Divorce
Teenage pregnancy Domestic abuse
Employment abuse
Immigrant status
Minority status
Prejudice
Physical and mental disability
Loss of job
Low wage rates,
High medical bills
Fraud
Oppression
Theft
Disasters
Fires
Flood
Poverty Imperative
Lack of or inability to afford adequate health insurance
Industrial change
Apathy
Greed
Overpopulation
Inequality
Dictatorships
Racism
Globalization
Social Factors
High taxation
Polygamy
High growth rate of population
Lack of job opportunities in secondary sector
Income inequalities
Lack of land resources
Lack of industrialization
Over dependence on agriculture
Inflationary pressure
Unemployment

But, what do I know?
