They drove into the town in black armoured vehicles shouting 'Don't be frightened, we are vigilantes', before expelling drugs traffickers, whom they accuse of kidnapping people and bribing them to make money.

Huh??? So the drug trafficker will kidnap you and then slide you a $20 to bribe you in hopes that they will make more money after kidnapping and bribing you? Apparently the vigilantes drove off the editors, too.

While the writing needs help, it makes a little more sense with some previous knowledge. The drug traffickers basically offer people a choice to take a bribe or be killed/kidnapped. The local police and the drug traffickers are often one and the same. People are not allowed to remain nuetral.
