Also, not enough people taking trains. Have to lower speed limits to around 40-45 to make the trains competitive.

You nailed it.
I-90 in upstate NY is heavily policed. In my experience, it is one of the most heavily policed roads in the country. It is quite safe to drive at 65 mph. Most drivers will still drive at 65 mph, will get caught, and will be fined.
This is a revenue generator.
