So the media states that Polar vortex causes global cooling AND global warming. Which is it? Or is it both?

what a crock of crap from NBC i was in Norther MN. over Chritmas and everyone knew it would be getting very cold by new years and it was cold anyway everyone was out and about, it’s always cold or bone cold this time of yr. nothing new
