I suspect he covered for them but told them if the truth comes out then the gig is up.
Right, except he probably didn't even have to tell them explicitly. In those circles it's understood that that's how the game is played.
Maybe some other baby boomers will have the same flashback I did: "As always, should you or any of your I.M. Force be caught or killed, the Secretary will disavow any knowledge of your actions."
