I have relatives in upstate NY. To get a NYC CCW, you have to the mayor's buddy. Outside NYC, it's different, and it depends on the local chief or sheriff. A NYS CCW allows you to carry anywhere in NYS except NYC.

NYS does not have reciprocity with any other state, though.

One deeper problem is that if you shoot a Son of Obama in completely-Democrat-controlled Rochester, you will have the whole city government out for your blood. Think Zimmerman-trial on steroids.
