Sort of. I'd say the classic statement of eugenics was Teddy Roosevelt's, "More children from the fit, fewer from the unfit." (Or words to that effect.) He wanted the "fit," people like himself, to have lots of kids, like he did.
Today's Death Eaters, like Gates or Ted Turner or Warren Buffett, don't want anyone to have children, not even their own class.
