Obammy care covers being shot in the head while holding a hostage 20 feet from the swat team. I’m pretty sure.... :) Its a pre-existing condition... so he can sign up for the insurance now. If he wakes up...

They would have pu the cuffs on him even if his head were separated from his shoulders. You can never be too safe and the regs say when you have the perp you gotta cuff him.
I remember a hostage taker in Indiana did something like this only he wired the barrel of his shotgun to the hostage’s head with a coat hanger (end of barrel right against hostage’s temple) and taped his hand, with the finger on the trigger, to the stock. If he was shot the hostage was going to get it - no officers tried to shoot him despite being just a few feet from him.
