The first ‘cost cutting’ regulation that needs to be passed is to eliminate any and all airconditiong from office buildings in DC and within 20m radius of congress. Next, no office thermostat may be set higher than 60F in the winter time. Only computer facilities should be a/c and no more than one desk per facility for anyone to actually sit down.
Time was, prior to air conditioning, when DC was essentially empty between May and September. That alone limited the mischief.
