It’s probably too much to see this as a delaying tactic. Something that has no hope of passing the House but can be kept spinning in committee amd portrayed as something “in progress” that will rob the Dems of a major issue in motivating their base to turn out this November.
That probably isn’t the intent, but it for Conservatives it could be a beneficial I unintended consequence.
