Neighbor: East Allentown man traded shots with robbers before killing one

The east Allentown man who shot a robber to death Wednesday night was first pistol-whipped by three robbers acting together, a neighbor said Thursday.
And when the resident of 655 Westminster St. pulled a gun in self-defense, one of the robbers fired at the resident, a man in his 50s, said the neighbor, recounting what the resident told him.

Other neighbors said they believe the armed resident has a license to carry a firearm.
A woman who opened the door of the alleged shooter's small, single-story home Thursday said the family did not wish to comment.
Kevin Kern, who lives at Westminster and Graham streets, said he heard the shots but didn't see any of the deadly confrontation.
The neighborhood generally is quiet, he said, other than a few loud cars and an occasional outburst from someone leaving one of the nearby drinking establishments.
Lugo had an extensive criminal history and spent time in prison for violent crimes.
In 1994, Lugo was shot while sitting in the back seat of a cab parked at Seventh and Tilghman streets in Allentown. In that case, Michael Williams, then 25, was convicted of attempted homicide and other charges.

My question is why the hell was Lugo walking the streets with that record? He killed at least once before!
Start charging those in the “justice” system who let these cancers walk among us!

didn’t PA release a bunch of folks because judges declared overcrowding or not enough funds? I mean, periodically this occurred, in PA’s past? I thought this was one place where it happened that prisons had to let some out early because of money issues or overcrowding issues.

The “permit” is a license to carry anywhere except schools and courthouses. PA has some of the best gun laws in the nation in this regard.

Lehigh County Coroner Scott Grim on Thursday identified the dead man as Carlos N. Lugo Jr., 35, of the 1700 block of South Hall Street, Allentown. Lugo had a long record of serious crimes, according to court records.
Lugo had an extensive criminal history and spent time in prison for violent crimes. In 1994, Lugo was shot while sitting in the back seat of a cab parked at Seventh and Tilghman streets in Allentown. In that case, Michael Williams, then 25, was convicted of attempted homicide and other charges. According to court testimony, Lugo and Williams had fought over drug transactions and money Lugo allegedly owed Williams. In 1996, Lugo was charged with killing a man during a mob attack triggered by an argument over a children's game of hacky sack. Lugo and two others were charged in the death of Manuel Ortiz, 59, an Allentown police reserve officer who was attacked near his home on East Linden Street by a mob that first went after his daughter's boyfriend. Prosecutors said the attack occurred after a woman called on her sons to settle an argument that erupted after children blocked her car as they played hacky sack. Ortiz was hit on the head and fell to the ground. He died a few days later from skull fractures that caused his brain to swell. Prosecutors couldn't determine who struck the fatal blows and charged Lugo, then 18, and the other two men. Although Lugo was charged with homicide, that charge was later dismissed. Lugo pleaded guilty to aggravated assault and conspiracy and testified for the prosecution. He was sentenced to serve two to eight years in state prison. In 2006, Lugo was sentenced to serve four to 12 years in state prison for his role in a drug ring run from Lehigh County Prison. Prosecutors said Lugo was the operation's ringleader who enticed others to work with him and communicated regularly with alleged accomplices outside the prison. In that case, Lugo pleaded guilty to violating the state's corrupt organizations law. At his sentencing, Lugo said he started looking up to drug dealers who bought him things and gave him money. The prosecutor in the case said if Lugo had used his intelligence and business skills wisely, he probably would have been very successful.

There doesn’t seem to be any pictures for Lugo, mugshots or otherwise.
