Sheriff and local PD isn't perfect, but I trust them more than the State Cops. I can elect the sheriff. Local PD is hit or miss depending on department.

State police head should be elected by registered state voters. Call him ‘Chief Constable’ like they do in the UK, but that’s the only thing America should do that is similar to the UK.
