Personally, I think it is because they had a hand in organizing, funding, and training so many of them during the Cold War. We should probably be taking notes...
Possibly the Russians learn their lessons well.
Consider the Soviet Russian controlled Communists were the designated successors to the Shah of Iran when Carter decided to enforce regime change. They lasted less than two weeks and Iran was the first Islamic terrorist "republic" born.
Bottom line, the Soviets didn't get much out of Iran compared to what the Communists would have given them, so they probably took note and quit doing the dirty work for the Muslims after that.
Then consider Serbia-Kosovo, and how Putin duplicated the tactics in Georgia with the Islamic and Christian winners and losers reversed, plus the oil pipeline. Seems the Russians do learn their lessons well.

Russians were never near behind sunni terrorists attacking the west in the last decades.
They are simply longer in business and somehow more experienced.
They had their Carter moment with Tehran embassy raided and ambassador killed too, but it was in earlier 19th century.
Russian approach to muslim issues were shaped about that time, long before any political correctness, humanitarianism and collateral damage terms were invented.
