In January 1994, Tamayo shot and killed police officer Guy Gaddis, 24, as he was being arrested for robbery. He was in the US illegally.

I would say that you have to live by the rules in Texas, regardless of what a foreign nation or the federal government thinks or wishes.

Get arrested in Mexico? You spend months, even years inside one of their notorious prisons. The only way you're getting out if you got a rich relative who will front bribe money. And that's if one of the esses don't beat the crap out of you first.

Should he have been notified of his right to talk to the consulate? Yea. Would it in all likelihood have changed the verdict and should that fact therefore be cause to set aside the sentence? No. They caught him running away with the murdered cop’s watch.

If he had never illegally entered the country, he could’ve engaged in his life of crime under Mexico’s legal system.
Instead he was apprehended, and while in custody, shot and killed a man (of which there is no doubt).
Meanwhile, I’m still waiting for Nadil Hasan’s death sentence to be carried out.

Do they really expect the state of Texas to care? You kill a law enforcement officer in Texas, expect to be executed. We would do booster executions every five years for cop killers if we could.
