While limping along in the short-run with its troubled website, MNsure must quickly pick a strategy for making long-term software fixes and get beyond the recent "crisis mode" that has dominated program management, according to a consultant's report released Wednesday.

Some improvements can be made in the coming weeks, but the website can't be completely fixed by the March 31 deadline for people to obtain health insurance, according to a report from Optum, a unit of Minnetonka-based UnitedHealth Group.

The company recommended doubling the call center workforce with the equivalent of 100 full-time workers, and utilizing an Optum call center in Orlando, Fla.

Manual workarounds still will be needed to connect many consumers with coverage this year, according to the report.

That's because 100 FULL TIME workers would require insuance. Instead hire 200 partimers.

I do not feel sorry for these elite healthcare insurance CEOs who are begging for a taxpayer bailout. These CEOs got into bed with Obama after Obama promised that their companies would see a big payoff with Obamacare.

Aetna CEO Mark Bertolini told CNBC on Wednesday that Obamacare has failed to attract the uninsured, and he offered a scenario in which the insurance company could be forced to pull out of program.

The company will be submitting Obamacare rates for 2015 on May 15.

“Are they going to be double-digit [increases] or are we going to get beat up because they’re double-digit or are we just going to have to pull out of the program?” Bertolini asked in a “Squawk Box” interview from the World Economic Forum in Davos, Switzerland. “Those questions can’t be answered until we see the population we have today. And we really don’t have a good view on that.”
