I’m surprised more haven’t been shot. My guess is the government has some restriction on some of the cops. The elite units may be a different story. During the Orange Revolution, the government was worried about demonstrators getting firearms.

From that video and this one, Ukraine government police there are kept in their positions and lacking mobility. If the protestors could keep it up for enough days, Ukraine government forces would be undersupplied, exhausted and overwhelmed.
