I believe the initial intent was to keep people from evading the police long enough to park somewhere and thus avoid DUI charges.

The result had unanticipated consequences, keeping drivers on the road (taking a chance versus surely getting busted for Physical Control) in an effort to get home or someplace 'safe'. In winter, the inability to park, run the engine and stay warm would be all the more incentive to keep driving (here you can freeze to death).

Neither do I, but those who enforce them should suffer full legal consequences when they violate those laws. Zero tolerance.

Same goes for the cops who covered for him.
