I saw it as New Jersey being most corrupt.

It looks to me is if the score is based on the i’s dotted and the t’s crossed in the state government, not whether anybody is actually doing anything corrupt. Kind of like evaluating the Soviet Union on the basis of its stellar constitution. It’s like in the Air Force, where, when they come to audit you, they don’t really care whether you’re doing things right, just so long as your paperwork is all in order.
Not sure what this is? I live and work in NJ. More corruption than you could imagine. Ghost employees have to be 10% of the workforce. Uneducated people running depatments, doing nothing and making 6 figures. Meanwhile highly educated and qualified persons have to work under them. All politics. State employees given bonus’ for doing their job. Police making more than MD’s and getting three pensions. Look at menendez, McGreevey, Booker, Sweeney, etc... All crooks of the highest order. All protected by taxpayer money.
This is a total pantload.
Never trust any “Public Policy Watchdog Organization” that has the word “integrity” in it’s name. These people would not know what integrity was if it bit them on the a$$!
