It's nice that the police will be equipped to care for wounded citizens, in the event of some major catastrophe ...
... what's that?
... the trauma kits are just for the police?? So that they can go home to their families at the end of the day?

a security screener fatally shot in last years shooting at Los Angeles International Airport received no medical aid for 33 minutes. He was instead wheeled out by airport police to paramedics who werent allowed to enter because the area had not yet been declared safe

For neck wounds on a perp, wrap the tourniquet tightly around the wound & neck. Release the pressure every 15 minutes, then reapply. If bleeding persists, increase pressure.
