Well, Al can do one of two things. 1) Castrate all African males by age 13, or 2) Give every one in Africa the Aids virus. I believe the life expectancy of people with aids, without medication, is about 5 years max. Within that time span, the only ones alive will be those that became immune to the virus, about 10% of the population. So, within 5 years, the Population of Africa will be very manageable, according to Al, of course.
