Roy Exum: How We Stop The Bullets

The same is true about people. “We now know that homicide and gun violence are overwhelmingly concentrated among serious offenders operating in groups: gangs, drug crews, and the like representing under half of one percent of a city's population who commit half to three-quarters of all murders.”

Read it once more: “ … under half of one percent … commit half to three-quarters of all murders.”

It is vitally important for us to realize the recent “worst of the worst” roundup had very little to do with race, yet to the uninformed it clearly appeared that only blacks were targeted. Try to forget that all were black and focus instead on the far greater fact – there is ample evidence that each is alleged to be a serious criminal.

Kennedy writes, “We also know some reliable predictors of risk: individuals who have a history of violence or a close connection with prior victims are far more likely to be involved in violence themselves. Hot groups and people are so hot that when their offending is statistically abstracted, their neighborhoods cease to be dangerous. Their communities aren't dangerous; (these criminals) are.”

Once the hot spots and hot people are identified, interventions, or face-to-face meetings, take place is a positive way. Law enforcement and social-service officials identify “group members with extensive criminal histories and engage them in meetings – ‘call-ins’ -- to demand an end to violence, explain the legal risks they face, and offer them help,” according to Kennedy.

(snip)

And the biggest payoff of all? “The (intervention) approach can transform what are often broken relationships between police and historically troubled, oppressed, and deeply angry minority communities.

This reinforces what conservatives have been saying for years. Most murders are committed by a tiny percentage of violent criminals.

The theory of “Gun Control” is based on the false “progressive elite” model of murder, that most people are murderers just waiting for an emotional moment and a weapon to go off. The article shows that this is not how murder works in our society.

“ … under half of one percent … commit half to three-quarters of all murders.”

And 99% of them are Democrats. Keep guns out of the hands of Democrats and you'll completely eliminate gun crime.

Incarceration rates are up, and violent crime rates are down. Remember that when the Liberals start demanding more lenient sentencing guidelines.

This was originally posted on Dec. 21, 2011.

In October, I posted a graphic developed by Rob Vance that showed the progress in the growth of firearms carry rights from 1986 through 2011 as a percentage of the U.S. population. In 1986, 90% of the U.S. population lived in states that severely restricted carry rights or had none at all. Today, over two-thirds of Americans live in states with either shall-issue carry or constitutional carry. The conclusion was that shall-issue is the new norm.

Recently, the FBI released its Uniform Crime Reports statistics. Rob generated a new graph plotting these violent crime rates against the growth of less-restrictive firearm carry rights over the period of 1986 through 2011.

The data used to generate this graph is available here in Google documents. As I said in the original post, unlike the gun prohibitionists, we publish our data for the world to see. The data used comes from three sources: the FBI Uniform Crime Reports, the U.S. Census, and www.gun-nuttery.com/rtc.php which tracked the changes in carry laws over time.

Rob had the following conclusions after examining the data:
Violent crime is a complex issue, but national data is clear that there is no positive correlation between liberalized concealed carry laws and increased violent crime.

Glad you liked it. It has been known for quite a while, but it is seldom stated clearly and concisely.

I remember being fed the “progressive elite” model in college, though not in a class.

It is an easily believed model for leftists, because they identify with the lack of self control and emotionalism. Many of those who push for “gun control” are fearful to trust themselves with a gun, and project that fear onto others.

Put the criminals in prison and quit telling kids there are no consequences for their behavior.

If life is not valued at the beginning, or at the end, what makes the middle different?
