Who controls the state legislature? D or R? Republicans control both houses, but I don't think the margin in the senate is large enough to convict.

Republicans have a veto-proof majority in the House. In the Senate, they are one vote shy of a veto-proof majorityand therein lies a tale. Gov. Nixon has refused to call an election for a vacant Senate seatvacant since Junein a safe Republican district.
