Yes, but he's actually stumbled (because I don't think he's that smart) into a VERY good strategy.

He diffuses the issue with Conservatives (since it's the individual House Members in opposition - they can go home and tell their votes that they stood up to their leadership and made them bend) and Moderates/Independents (who overwhelmingly feel that Obama can't be trusted).

Liberals/Dems can't scream that it's a racial/ethnic bigotry issue, because the Republicans can immediately cite example after example after example where Obama's failed to act in a trustworthy manner and has ignored his obligations to enforce laws.

Basically it flips the whole issue back onto Obama, and in a very Alinskyite way. This is classic "Pick a target, freeze it, personalize it and polarize it" ... being used by OUR side for a change.
