Mayor Bill de Blasio already has declared his intention to shut down the industry,

How's he going to do that? By decree? Or is he going to send hither swarms of officers to harass the owners?

One of diBlasio’s buddies wants the land on which the horses’ stable stands. It’s immensely valuable property.

The article is correct. There isn’t much of a market for draft or draft-cross horses, unless said draft crosses are good for foxhunting. Many of them end up at New Holland and sold to kill buyers. People cannot afford to keep carriage horses as pets, especially if their livelihood has been taken away by diblasio’s corruption.
