In all honesty, I see my share of “non-weather compliant” drivers in the Midwest, also. As I pass them on a two-lane and make them flinch.
In all my years in NJ, the cars I saw most frequently wrecks invariably had MA tags on them.
It was uncanny.
What cracks me up are those who inevitably blame the trucks.
