America’s experiment with exporting American jobs has gone on too long, and needs to be reversed

The jobs weren't exported. They were driven out by trial lawyers, unions, and zealous Federal regulators.

Until those things are fixed (with tort reform, right-to-work laws, and regulatory overhaul) the jobs will stay overseas.
