The only 5 star hotel in that city listed on Expedia goes for $175 a night.
I’m guessing he contracted for a bunch of ‘actors’ through the hotel.

Now that I think of it, I recall reading somewhere that nobody uses Zimbabwe currency anymore, and the government doesn't object to the use of US dollars and EUs (as opposed to some countries where accepting foreign currency is frowned upon, or even illegal.)
