Soros is a high-level financial functionary, in the way that Wall Street elites are, he’s just on the “private equity” side of the operation.
This is how he can skate on any criminal/treasonous activity he does.

Russia is also deeply tied in with the “transnational” financial elites based in the UK/US, i.e., new world order, just behind the scenes. Way behind the scenes.
When high level USSR officials would visit the US during the Cold War, they would have dinner at the homes of Wall Street elites (example; W. Averell Harriman, of Harriman State Park, NY fame).
The “West” US/UK governments are just getting pushy and trying to suck Ukraine into Western banking and trade, for the benefit of new world order. Of course, its kind of a slap in the face for the Russia government.
