No, it never says he did anything wrong. It tries to paint him as guilty of something because there was an investigation. (How Kafkaesque! You are guilty because you have been accused of maybe being guilty of something!)
The slackjawed will shuffle away from the article with a sense that there was something bad, when in fact, nothing--no charge has been made at all.

Gee, what a shock. A Republican governor, with presidential aspirations, being investigated for some sort of wrongdoing by his political enemies. Meanwhile, St. Hillary is being lauded and adored by her media allies. Never mind that her holiness and husband have a laundry list of criminal wrongdoing a mile long. The world is truly upside down.
C’mon man! This guy has the charisma of a snail. I would rather watch golf or watch paint dry, than watch this guy on TV. I know he’s a great guy and is a fighter and a winner, but he is boring. Should it matter?, NO. DOES it matter?, YES it does. We can do much better, Rand Paul for instance.

No, not the Torch even though he proved to be a scumbag type of guy. I looked it up - Jon Corzine. That scumbag walked away with billions of dollars and not a single reporter invesitgated him. But if it was a Repub who stiffed someone on a tip, it would have been heard around the world for weeks on end.
