We had all of those ideas in the Bush administration and jobs were leaving for China by the boatload.
The only way to spur the economy is to get rid of unconstitutional agencies like the EPA. Unless the agencies that put so much red tape and expense in the way of small business are eliminated there will be no recovery other than to the pockets of those in office.
