Typifying the utterly ineffectual foreign policy that has been endemic for the entirety of the Obama administration, Ukrainian Defense Minister Pavel Lebedev rebuffed U.S. Defense Secretary Chuck Hagel, refusing to take even one of the phone calls Hagel made to him.
Pentagon Press Secretary Rear Adm. John Kirby admitted on Thursday, "Secretary Hagel has been trying, himself, since early this week," adding that Lebedev refuses "to communicate, to accept a phone call" from either Hagel or the Pentagon.

Why would anyone endure an assaholic lecture as to how he should show restraint and remove security forces from the area when the minority protesters are occupying government offices, destroying the heart of the city, and killing attacking the police with Molotov cocktails?

Looking at it from the Ukrainian Defense Minister's point of view, what good would come from talking to Hagel? All the Minister would get is mushy, preachy “advice” and perhaps a few empty threats.
I doubt if General Meade would have cared to talk to, say, a British official while the Battle of Gettysburg was unfolding.
