Start to take pictures of all those coming in and talk with them before allowing them to enter.

Discriminate between those who seem to be out for a responsible good time and those who can barely talk.

The simple solution: Institute a dress-code.

Men:   Tie + belt and/or suspenders.
Women: Dress of at least knee-length, must have a back and a midriff.
